Purpose

The purpose of the Payer Typology Committee is to create and refine a payer type standard to allow consistent reporting of payer data to public health agencies for health care services and research

Description of Activities

A payer standards that meets the goals of the committee will allow for consistent comparison of the payment category from various data sets and across different types of providers, will be flexible, expandable and allow for different levels of details, and will be one that all providers can use.

Need for Payer Typology

  • There is currently no national standards for classifying and reporting source of payment data;

  • ASC X12N 837 (Health care Claims, including encounter information and coordination of benefits) categories in the subscriber section are currently neither mutually exclusive nor comprehensive. For example, there is no X-12 differentiation of Medicaid managed and non-managed care, or differentiation among different types of BC/BS plans;

  • The ability to compare source of payment data across databases is critical to policymakers and researchers interested in examining effects of payment policy.

Products

The Payer Typology Committee created a Typology for reporting and analyzing Payer data. Called the "Source of Payment Typology," the Committee developed a payer typology for public health and research that is flexible and expandable and that allows for different levels of detail. Modeled loosely after the ICD typology for classifying medical conditions, the typology identifies broad Payer categories with related subcategories that are more specific. This format provides States with flexibility, as they can add more specific codes as needed and roll these up into an aggregate broader category for comparative analyses across payers and locations.
